The Department of Employment and Social Development Act, SC 2005, c. 34, Part 5, established the Social Security Tribunal (SST), effective April 1, 2013. The SST became responsible for appeals under the Employment Insurance Act, the Canada Pension Plan and the Old Age Security Act. The intent of creating the SST was to eliminate administrative duplication in appeals and tribunal services by replacing multiple tribunals with a single decision body.
The Office of the Commissioner of Review Tribunals is ceased applications or holding hearings and has completed its work. All outstanding appeals and related matters have been transferred to the SST.

These decisions were chosen to represent the various legal issues addressed by the Tribunal, based on whether the decision meets one or more of the following criteria:
- interprets or explains an area of law;
- raises a new or interesting point of law;
- explains a new departure in case law; or
- has unusual facts.
The SST includes two levels of appeals:
- The General Division (first level of appeal) includes an Employment Insurance Section for Employment Insurance appeals and an Income Security Section for Canada Pension Plan and Old Age Security appeals (formerly Review Tribunal)
- The Appeal Division (second level of appeal) decides appeals of decisions made by the General Division (formerly Pension Appeals Board).
