Under the provisions of the Vancouver Charter, SBC 1953, c. 55, Part XXIII, the Board of Parks and Recreation, or “Park Board”, is authorized to pass by-laws for the control, regulation, protection and government of the parks and persons who may be therein.
Section 485 deals with the powers of the Park Board, and section 491 is about passing, amending, and repealing by-laws.
The Parks Control By-Law, in force on 25 June 2007, can be found on the Vancouver Bylaws website. A copy of this bylaw can also be found in volume 8 of By-Laws of the City of Vancouver, British Columbia (available in Vancouver).
